Estonian students at the University of Tartu came up with the blue-black-white flag in 1881; it flew publicly a few years later and became official in 1918 when Estonia declared independence. Blue is the sky and the sea here, black the country's hard past, white hope for a cleaner future. Soviet occupiers banned it for decades before it flew again in 1991.
