Peter the Great is usually credited with this tricolor, supposedly inspired by the Dutch flag he saw during his travels in the 1690s: white, blue and red stacked in horizontal bands. Raised over Moscow in August 1991, it became Russia's official flag days later and now covers anything simply tied to the country.
