Several links joined into a length of chain, Unicode's since-2009 answer to being bound or restricted rather than 🔗 Link's simple connection. It covers an actual chain, a bike lock or jewelry, and, just as readily, the feeling of being stuck somewhere with no way out.
What ⛓️ means

The ⛓️ Chains emoji represents a metal chain (or two). Signifying metal fashion, fastening, bondage (both, implicitly and explicitly) and keeping something in place, this emoji could also serve as a symbol of restriction.
How and when to use it
