Dussehra ends with a fifty-foot effigy going up in flames at dusk, and the bow and arrow here are literal — that's how Ram's arrow lights Ravana up in the Ramlila reenactment every year. Fire and the firecracker carry the spectacle of it; the diya is for the quieter version happening at home, where the story's the same but the flame is a lot smaller.
